Unfortunately there are mistakes here. You can not cancel the density terms since these terms refer to different densities. One is of the block and the other the fluid. This should be intuitive since in ( wrongly ) cancelling the terms you reach a result which means that the period is independent of the density of the water which is clearly not the case. You can check this by adding salt to the water and observing a change in the frequency
That is the time period for a torque.

TL:DR Pushing exerts downward force on the axle and thus the ground. Pull exerts upward force.

Thanks for sharing - that is a great point. Both shear modulus and dynamic viscosity quantify resistance to deformation under shear stress, so their similarities are not surprising.
